An Act Establishing the Martha's Vineyard Housing Bank

The Martha’s Vineyard Housing Bank will be funded by a one percent transfer fee on real estate transactions above 750,000 dollars, to be paid by the seller. This would generate an estimated 2.3 million dollars annually. The Martha’s Vineyard Housing Bank would be administered by a housing bank commission consisting of seven elected individuals, including one from each Island town. A designee from the MA Housing and Community Development will serve as the seventh member of the commission. Each town’s Community Preservation Committee will act as the advisory board to the Housing Bank.
