An Act Relative to a Silver Alert Program to Protect Those with Alzheimer’s

This bill will require the implementation of a Silver Alert program, designed to increase the effectiveness by which law enforcement officials search for and locate missing elderly persons suffering from dementia. The program involves specialized training of law enforcement and increased coordination between agencies so that wandering elderly persons are found quickly and safely.

An Act Relative to Nursing Facility and Long Term Care Claims

Current policy is that nursing home residents who use long-term care insurance benefits to pay for community care prior to entering a nursing home will not qualify to shelter assets from 32. MassHealth estate recovery. This legislation will allow individuals who purchase long term care insurance to qualify for asset exemption as of the date of purchase not as of the date of entry into a nursing home.

An Act Relative to the Pronouncement of Death in a Rest Home

This bill would allow a nurse to declare death in rest homes when no doctor is available. Nursing and long-term care facilities currently have this ability but rest homes were inadvertently left out of the law that empowered those institutions. This bill would relieve stress on emergency personnel who currently must be summoned after a death in a rest home.

This bill will provide a tax credit to individual purchasers of long-term care insurance policies, as well as offer a tax credit to employers who contribute to a group long term care plan for their employees.
